Ruské železnice mají na dosah dohodu se Siemensem o dodávce vlaků
(ČTK) MOSKVA 28. 03. 2005 - Ruské železnice mají na dosah dohodu s německým koncernem Siemens o dodávce 60 rychlovlaků za 1,5 miliardy eur. Text dohody společnosti dokončí 11. dubna, uvedl dnes prezident ruských železnic Gennadij Fadějev.
Dohodu podniky podepíšou v červnu nebo červenci, dodal. Fadějev již dříve uvedl, že chce nahradit staré vlaky novými za pomoci úvěru, napsala agentura Reuters.
O dodávce 60 rychlovlaků ICE za 1,5 miliardy eur pro ruské železnice se již v prosinci zmínil generální ředitel Siemensu Heinrich von Pierer. Vlaky budou jezdit mezi Moskvou a Petrohradem a první dodávka se chystá na rok 2007. Siemens by měl při výrobě vlaků spolupracovat s ruským výrobcem lokomotiv NTT. Na dalších 90 vlaků má Siemens opci.
Kontrakt je vítanou zakázkou pro problémovou divizi transportních systémů Siemensu, která ve fiskálním roce do září vykázala provozní ztrátu 434 milionů eur z tržeb 4,3 miliardy.

Náhradnú dopravu na TEŽ bude zabezpečovať SAD Poprad
(SITA) VYSOKÉ TATRY 28. 03. 2005 - Od 1. apríla bude náhradnú autobusovú dopravu medzi Starým Smokovcom a Štrbským Plesom zabezpečovať jeden dopravca. „Náhradnú autobusovú dopravu bude na základe výberového konania vykonávať SAD Poprad,“ uviedol na tlačovej besede vo Vysokých Tatrách riaditeľ obchodného úseku Železničnej spoločnosti (ZSSK) Pavol Gallo. Priamo v autobusoch budú vodiči predávať aj blokové cestovné lístky bez prirážok, čím by sa mali odstrániť dočasné problémy, ktoré vznikli po novembrovej kalamite vo Vysokých Tatrách na tratiach Tatranských elektrických železníc (TEŽ). Cestujúci budú mať povinnosť označiť si lístok u vodiča a po prestupe na električku aj v označovači cestovných lístkov. Vodič autobusu však nebude kontrolovať označovanie cestovných lístkov. Kontrolu budú aj naďalej vykonávať vlakoví revízori.
Železničná spoločnosť má už teraz zabezpečený predaj cestovných lístkov prostredníctvom 23 zmluvných predajcov na 33 miestach v celých Vysokých Tatrách. Vrátane predajní lístkov na jednotlivých železničných staniciach je to spolu viac ako 50 predajných miest. Do letnej sezóny chce ZSSK zabezpečiť predaj lístkov aj na Chate pri Popradskom plese. Do leta pribudne v celých Vysokých Tatrách aj 14 automatov na cestovné lístky, ktoré budú umiestnené hlavne na zastávkach, kde v súčasnosti železnice nepredávajú lístky. ZSSK má v pláne po dohode so SAD zaviesť v Tatrách aj bezkontaktné čipové karty.
Od 7. marca pristúpila ZSSK k uplatňovaniu sankcií za jazdu bez cestovného lístka. Cestujúci môže dostať pokutu až 1000 korún. V prípade, že nastúpi do električky bez lístka na zastávke, kde nie je zabezpečený predaj lístkov, musí zaplatiť dvojnásobok maximálnej tarify, čo na TEŽ predstavuje 80 korún a na Ozubnicovej železnici 60 korún. Hlavne táto „pokuta“ sa stretla s veľmi negatívnymi ohlasmi u hotelierov a domácich obyvateľov. Podľa P. Galla železnice pri zavádzaní nového systému predaja lístkov oslovili vyše 200 podnikateľských subjektov s ponukou na predaj lístkov. Podľa riaditeľa Združenia cestovného ruchu Petra Chudého mnohí podnikatelia kritizujú práve nedostatočné služby, keď však mali možnosť jednu z nich ponúkať, záujem o predaj lístkov bol minimálny.

Spoločnosť Železnice SR okradli o takmer 300 tisíc korún
(TASR) Banská Bystrica 29. 03. 2005 - Kovovú ohňovzdornú skrinku, v ktorej bolo 297 tisíc korún, ukradol v noci z nedele na pondelok neznámy páchateľ, ktorý sa na banskobystrickej Ulici 29. augusta vlámal do administratívnej budovy spoločnosti Železnice SR. Okrem toho škodu približne dve tisíc korún spôsobil tejto firme poškodením zariadenia kancelárie.

ŽSR menia drahé pôžičky za lacnejšie
HOSPODÁRSKE NOVINY 30.03.2005, Danielis Juraj - Kým ešte v roku 2002 predstavoval dlh Železníc SR zhruba 0,5% HDP SR, 2,5-násobok vtedajšieho dlhu celého MZ SR, či 5-násobok nákladov na prevádzku vysokých škôl, dnes pokračuje reštrukturalizácia ich úverového portfólia.
Aj keď stále platí rozhodnutie ministra dopravy Pavla Prokopoviča a vlády o tom, že železnice by sa nemali ďalej zadlžovať, nové - lacnejšie úvery smerujú na vykrytie starších záväzkov s vyšším úročením. "Meníme staré a zlé úvery za nové," komentuje generálny riaditeľ tohto najväčšieho slovenského zamestnávateľa, Roman Veselka. ŽSR totiž včera (29.3.) ohlásili, že chcú do konca roka obstarať nový úver 2,6 mld Sk.
Ako dodáva hovorkyňa spoločnosti Nela Blašková, zhruba 360 mil. Sk z plánovanej pôžičky by malo smerovať na úhradu záväzkov z obchodného styku. Tie na konci vlaňajška dosahovali 1,9 mld Sk a väčšina z nich je momentálne po lehote splatnosti. Zvyšok by mal pokryť splátky istín aj úrokov krátkodobých úverov. Podľa Veselku chcela firma pôvodne na splátku úverov použiť výnos z poplatkov za použitie železničnej dopravnej cesty, a to predovšetkým z poplatkov od svojho najväčšieho klienta, Železničnej spoločnosti. Splátka pohľadávky vzniknutej pred rozdelením Železničnej spoločnosti na ďalšie dve firmy však mešká.
Železnice pritom nemôžu reštrukturalizovať všetky úvery, ale len tie bez štátnej záruky. "Zvyšné úvery približne za 17 mld na základe dohody ŽSR, MF SR a FNM zo svojich zdrojov v inom režime spláca práve fond," dodáva Veselka.
Spoločnosť si naposledy požičiavala vlani. Dva krátkodobé úvery spolu za 56 mil. EUR s úročením 0,85 a 1,3%. V tomto roku tiež plánuje vypísať 4 tendre zhruba za 6 mld Sk. Dva sa budú týkať rekonštrukcie železničných staníc Poprad-Tatry a Prešov, ďalší stanice Žilina - Teplička a posledný modernizácie železničnej trate v úseku Piešťany - Nové Mesto nad Váhom na piatom koridore. Projekty predpokladajú s finančnou spoluúčasťou EÚ až do 85% a financovaním z vlastných zdrojov.

Uhradí odvody štát?
Koncom minulého roka manažér železničnej trate a infraštruktúry požiadal o poskytnutie návratnej finančnej výpomoci 1,16 mld Sk zo štátneho rozpočtu na úhradu starých záväzkov voči Sociálnej poisťovni. Týkajú sa neuhradeného poistného na nemocenské poistenie a dôchodkové zabezpečenie z rokov 1997 až 2001 počas pôsobenia už zosnulého Andreja Egyeda. penále z omeškania medzičasom dosiahli výšku 6,16 mld Sk.

Rádioaktívny odpad prepravia aj po železnici
Hospodárske noviny 31.03.2005, Vrabec Norbert - Nové riešenie bude bezpečnejšie a umožní prepraviť naraz až dvanásť kontajnerov. O kontrakte so Železničnou spoločnosťou Cargo sa zatiaľ rokuje.
Nebezpečný náklad s vyhoretým palivom zo slovenských jadrovoenergetických zariadení vyráža na cesty približne dvakrát do týždňa. Upravené rádioaktívne odpady sa v špeciálnych vláknobetónových kontajneroch naložia na automobilové ťahače s návesom a smerujú do Republikového úložiska v Mochovciach. Takto to funguje už od roku 2000. V priebehu tohto roka však Slovenské elektrárne začnú využívať aj železničnú dopravu.
Dôvodom je vyššia bezpečnosť.
Podľa Ota Chrena zo závodu SE-VYZ je doterajší spôsob prepravy bezpečný a ani v prípade nehody ťahača by neohrozil životné prostredie a obyvateľov. Zaviesť kombinovanú prepravu sa rozhodli vzhľadom na hustotu cestnej premávky a narastajúci počet dopravných nehôd.
Nové riešenie, ktoré odporučil zaviesť aj Úrad jadrového dozoru, si vyžiadalo stavebné úpravy na železničných prekladiskách v areáli atómových elektrární v Jaslovských Bohuniciach a Mochovciach.
Investície prebiehali postupne v rokoch 2001 až 2004. Definitívne skúšky sa uskutočnili v závere minulého roku. Okrem iného boli vyrobené tri špeciálne vagóny na prepravu a dvanásť rámov, ktoré budú slúžiť ako fixácia počas prepravy. V rámci jedného transportu naraz prepravia dvanásť kontajnerov. Na prekladisku v Mochovciach sa postupne preložia na ťahač s návesom, ktorý ich po ceste dopraví až do úložiska.
O peniazoch zatiaľ v nehovoria.
Podľa Marcely Janecovej by celkové náklady na nový spôsob prepravy nemali byť vyššie ako doteraz. V rámci každého železničného transportu totiž prepravia naraz viac kontajnerov, ako cestným ťahačom, na ktorý sa dajú umiestniť iba dva kontajnery. O kontrakte na prepravu sa zatiaľ rokuje. Podľa Alexandry Borovanovej zo Železničnej spoločnosti Cargo Slovakia preto nemôžu spresniť cenu ani plánované ročné výkony.

TEŽ-ka bude v plnej prevádzke do 15. júna
(SITA) POPRAD 31. 03. 2005 - Do začiatku letnej turistickej sezóny bude v prevádzke celá trasa Tatranských elektrických železníc (TEŽ). Najviac poškodený úsek, na ktorom sa pracuje, je medzi Starým Smokovcom a Vyšnými Hágami. „Chceli by sme ho spojazdniť do 15. júna a tým odovzdať do užívania celú TEŽ-ku,“ uviedla pre SITA hovorkyňa Železníc Slovenskej republiky (ŽSR) Nela Blašková. Víchrica z 19. novembra 2004 poškodila železničnú infraštruktúru, predovšetkým trakčné vedenie, stožiare a stĺpy. ŽSR vyčíslili škody na TEŽ spôsobené víchricou na 160 mil. Sk.
Na celom úseku TEŽ musia železničiari vymeniť približne 300 stožiarov trolejového vedenia. Väčšina stožiarov pochádzala ešte z rokov 1911 a 1912, kedy bola trať postavená. Rekonštrukcia sa týka okrem stožiarov a trakčného vedenia aj budov, zastávok a niektorých zabezpečovacích zariadení, ktoré boli počas víchrice poškodené. Na obnovu prevádzky na trati TEŽ využijú železnice aj 21 mil. korún, ktoré získali na základe zmluvy s ministerstvom dopravy, pôšt a telekomunikácií na odstránenie drevnej hmoty.
Aj keď krátko po kalamite sa objavili návrhy na väčšie úpravy TEŽ-ky, ktoré by smerovali k zmodernizovaniu a zrýchleniu dopravy, ŽSR takéto investície neplánujú. Podľa N. Blaškovej je rozsiahla modernizácia veľmi náročný a zdĺhavý proces, ktorý si vyžaduje dôkladné plánovanie, prípravu projektov a zabezpečenie financovania. „Modernizácia železničnej infraštruktúry dnes prebieha na tzv. eurokoridoroch, pričom prioritou je koridor V,“ uviedla N. Blašková.
Vo Vysokých Tatrách sú v prevádzke úseky Tatranských elektrických železníc Poprad – Starý Smokovec a Starý Smokovec – Tatranská Lomnica. V prevádzke je Ozubnicová železnica Štrba – Štrbské Pleso a normálny rozchod Poprad – Studený Potok – Tatranská Lomnica. Prevádzkyschopný je aj úsek TEŽ Štrbské Pleso – Vyšné Hágy. Ten však železnice neotvorili, pretože by sa komplikoval prestup cestujúcich z autobusov na električky. Medzi Starým Smokovcom a Štrbským Plesom zabezpečuje prepravu cestujúcich náhradná autobusová doprava.

Pri vykoľajení vlaku sa zranilo 15 ľudí
(SITA/AFP) MADRID 31. 03. 2005 - Pätnásť ľudí utrpelo ľahké zranenia, keď sa vo štvrtok na severozápade Španielska vykoľajil vlak so 168 cestujúcimi. Informovali o tom predstavitelia železničnej spoločnosti.
Vlak, ktorý bol na ceste z mesta Gijon na severnom pobreží do Alicante na juhovýchodnom pobreží, sa vykoľajil krátko pred poludním, uviedla železničná spoločnosť, pričom dodala, že príčina nehody je nejasná.
Zranených vzali na ošetrenie rôznych odrenín. Ostatní pokračovali v ceste autobusom.

Tisícky britských rušňovodičov začnú v pondelok štrajkovať
(TASR) Londýn 1. 04. 2005 - Tisícky rušňovodičov vo Veľkej Británii začnú na budúci týždeň štrajk. Chcú ním prejaviť svoju nespokojnosť s komunikačným systémom, ktorý má zabezpečiť bezpečnosť železničnej dopravy. Predstavitelia odborovej organizácie Aslef varovali, že štrajk ochromí premávku v krajine.
Od pondelka sa do štrajku zapojí 4 000 rušňovodičov, ktorí nebudú riadiť vlaky v oblastiach pokrytých problematickým hlasovým rádiovým systémom Interim, ktorý sa skúšobne zaviedol pred dvoma rokmi a podľa Aslefu už niekoľkokrát zlyhal. Plánovaný štrajk spôsobí chaos na tratiach medzi Londýnom a Glasgowom, Manchestrom, Crewe a Južným Walesom.
Odborári uviedli, že boli nútení zakročiť po neúspešných rokovaniach s operátorom železničnej infraštruktúry Network Rail o bezpečnosti dopravy. Odborári na rokovaniach poukazovali na to, že v prípade vzniku problémov na trati rušňovodiči nemôžu vždy na ne upozorniť aj ostatné vlaky a dispečerov.

A quarter of air passengers arrive at or leave London's three major airports by rail. As ambitious plans for airport expansion are pushed ahead, privatised airport operator BAA wants to drive up that proportion using two complementary services. A high-quality dedicated shuttle to the city is essential, but a web of multi-purpose trains to entice both travellers and staff out of their cars is also important. The biggest rail project now in progress, costing L370m and funded entirely by BAA, will see Heathrow Express as well as London Underground's Piccadilly line extended to the new Terminal 5 when it opens in 2008.

-Chubu's Centrair rail link takes off
FEBRUARY 17 saw the formal opening of the new Central Japan International Airport, located on a new island in Ise Bay, 35km south of Nagoya. Centrair is connected to the city centre by a new express rail service using Meitetsu's Tokoname Line.
Aichi Prefecture is hosting this year's World Expo in Nagoya, which set the deadline for completion of the new airport. Traffic through the existing Nagoya Airport topped 10·5million in 2001, when the construction of Centrair was authorised. Located on a 470ha artificial island, the single-runway airport will replace the original one, and is expected to handle around 17 million passengers a year.

One of the newest airport links shows technology driving choice. Shanghai's maglev runs non-stop from the terminus of the city's metro Line 2 to the airport, covering the 30km in 8 min. The maximum speed is 430km/h, but it takes 4 min to reach this speed, which it holds for just 52sec before it needs to decelerate for the terminus. A shorter journey or more stops might justify the choice of technology, but surely not a headline speed!

Civils and signals block speed-up on world's fastest line
Railway Gazette International April 2005 - PRESENTING a report to the Spanish Parliament on difficulties encountered with the Madrid - Lleida section of the Madrid - Barcelona high speed line, Development Minister Magdalena Álvarez said last month that the assessment confirmed 'the impossibility of operating the line with the features for which it was designed and contracted'.
This was a reference to speed on the 481km route being limited to 200km/h since it was opened by King Juan Carlos in October 2003, although the minister hoped that by the summer it would be possible to run 'at least at 250km/h'.
The problems relate both to civil engineering and to persistent trouble with ERTMS signalling and train control that was intended to have become operational at the end of 2003. ETCS Level 2 is ultimately envisaged over the whole route to Barcelona, paving the way for trains to run at 350km/h - making this the world's fastest railway.
In practice, the Level 1 equipment already installed has so far been used only for testing, and trains have used the interim ASFA train protection system, which does not allow speeds above 200km/h. Álvarez told Parliament that signalling and train control had become a critical issue and that 'some months' more were needed to complete functionality and reliability testing of on-board and lineside equipment. The most optimistic forecasts suggest that trials will be completed in June, allowing the maximum speed to be raised in stages to 300km/h during the second half of 2005. Ávarez blamed the delays on 'systematic obstruction' by GIF when Renfe was trying to commission the equipment.
Spain is not alone in finding it time-consuming and difficult to bring ERTMS to the point where it is robust and reliable enough for commercial service, and with hindsight the delays on the Madrid - Lleida route are not surprising. More astonishing are the civil engineering failings revealed in the report, which said that there had been a failure to plan and analyse the geological and geotechnical risks, and that 'design and construction in particularly complex areas' was inadequate. Not only that, but construction of tunnels, viaducts and other structures had been carried out 'excessively quickly'. The consequences were serious. No less than 166km were affected by subsidence and cavities below the track, and some cuttings and embankments were potentially unstable. Putting all this right is expected to cost up to €74m.
Yet another hitch was the discovery of cracks in the linings of some tunnels and in the concrete used for the Ebro bridge, while operation at speeds greater than 300km/h caused ballast particles to be sucked up and thrown around. The report also mentions the need to replace a system that detects objects falling on to the track, considered to be another factor preventing trains from exceeding 200km/h.
The good news is that the first AVE S102 trainsets entered service on February 26 (RG 3.05 p121), operating four services each way every day except Saturday, when three run in either direction. Part of an order for 16 trainsets placed with Talgo and Bombardier for €330m, the trains are expected to run at up to 330km/h once the ETCS Level 2 equipment is operational.
Under the terms of an outline agreement announced on March 1, Siemens is to supply this year the first five of 16 Velaro E (AVE S103) trainsets under a contract signed in 2001. Derivatives of the German ICE3, the trains should have been delivered last year (RG 10.04 p670). Siemens had previously incurred penalties of €12·9m for late delivery, and the manufacturer has now agreed to pay a further €8·1m. The agreement increases the maximum penalty for late delivery to 12% of contract value or €48m.

European procurement turns professional
INTRO: Analysis of purchasing policies and benchmarking are helping to improve the procurement strategy of European rail operators and infrastructure companies
Railway Gazette International April 2005 - PHILIP van Beek, Head of Purchasing at Netherlands Railways, has a clear objective in his other role as Chairman of the European Railways Purchasing Conference. Simply put, it is to ensure that Europe's railway businesses purchase everything they need in the most professional way. Ahead lie the challenges of interoperability and European harmonisation, and van Beek believes it is essential to improve procurement practices quickly.
'We are looking for best practice in procurement policy', he says, not least because it can save money. Given that the annual spend of ERPC members exceeds €30bn and that '50% of turnover goes to suppliers', the potential for savings is considerable.
ERPC grew out of the former Standing Committee on Purchasing (SKB) at the International Union of Railways, where it existed as an informal body originally set up by the national railways of Austria, Germany, Luxemburg and the Netherlands. It was formally re-established as ERPC in January 2004, and since July 2004 it has had the status of a 'Special Group' within the UIC. The 20 members meet every six months, the objective being to achieve continuous improvement in procurement practice.
Van Beek makes clear that ERPC is 'not a joint purchasing platform. We are not interested in prices - our interest is in the strategy for sourcing.' Indeed, ERPC is forbidden under EU competition rules from sharing prices, and its activities must conform to the EU's anti-cartel regulations. Its own rules state that 'any commercial information is to be treated in strict confidence and is not to be promulgated for use in negotiations'.
ERPC is due to elect a new president this month at a meeting in Oslo, but van Beek has already moved a long way towards his goal of making the organisation more professional. As SKB, it had been little more than an informal networking group, but since van Beek's appointment in 1998 ERPC has changed significantly. A permanent office has been established with Alexander Arsath Ro'is as Secretary-General, suppliers have been invited to make presentations at ERPC meetings, and a start has been made on benchmarking members' procurement processes.
Drawing on his experience in various purchasing posts at Philips before joining NS in 1997, van Beek first sought to analyse how members carried out procurement. This work quickly established that purchasing departments were being 'torn apart' because of restructuring and the split between operations and infrastructure, with 'purchasing directors finding it difficult to control the indirect purchasing spend'. Indirect purchasing refers to the widespread hiring of 'consultants, temporary labour, IT hardware and software, cleaning and surveillance services' and so on.
ERPC concluded that 'consultants with well-known national and international status such as McKinsey, AT Kearney, Accenture, and Booz Allen Hamilton were all consulting and advising their way into the core of the railway business. A lot of money was being spent, and it was clear that for each and every company we were far behind the leaders of other businesses.' Typically there were 'too many suppliers and too many contracts not negotiated carefully'. The problem was that no single tool was available to provide meaningful comparison of procurement processes.
In 2003, after discussions on benchmarking with the airline KLM and with Virgin Trains in the UK, ERPC decided to make use of a benchmarking and audit process developed by Michigan State University that relied on self-assessment. The technique had been used by major companies such as Philips, Wincor Nixdorf, Johnson & Johnson and other large groups. ERPC has now completed the initial part of the process, with members scoring their own performance for 2004 in 14 areas ranging from in- and outsourcing to supplier partnerships, supplier integration and human resource management. Members were also asked to score their ambitions for 2006.
ERPC found that the results of the exercise indicated trends and developments, although they did not necessarily represent 'the truth'. Van Beek notes that the scores for 2006 suggest that all members are 'very ambitious'. While 'from a scientific point of view the exercise has not taught us very much, from a practitioner's standpoint it has been very useful and has given us insight into each other's procurement processes in a non-aggressive manner.'
Van Beek notes that the split between operators and infrastructure managers has shown that two quite different markets have emerged, but still up for discussion is any future involvement of private-sector companies such as open access operators. This will be on the agenda for a future meeting.
Also to be discussed is the possible involvement of railway organisations in eastern Europe, who also stand to benefit from membership. The task of evaluating this for ERPC has been assigned to NedTrain Consulting. The UIC has also asked ERPC to look at helping railways in the Middle East to refine their procurement practices.

ICE3 hits obstacles en route to Paris
Railway Gazette International April 2005 - IN A STATEMENT issued on March 3, DB explained for the first time precisely what delayed the start of ICE3 services from Köln to Brussels over Belgium's 300km/h line between Leuven and Bierset.
DB had applied to operate the ICE3 to Brussels in 1999, and the intention was to run through services from Frankfurt-am-Main via the Frankfurt - Köln Neubaustrecke and the 64km Belgian high speed line. Prince Philippe opened the new line in December 2002, but Belgian National Railways would not agree to ICE3 trainsets using it, citing 'incompatibility' (RG 12.02 p736). The German trains were, however, permitted to reach Brussels via the old line where their speed was limited to 160km/h under the 3kV DC catenary.
Only during 2003 was DB able to start testing the ICE3 on the Belgian high speed route, and on December 8 that year a speed of 270km/h was attained. That test trip had to be curtailed because of flying ballast - investigation revealed that cables, piping and other underfloor equipment had been damaged. SNCB at once decided to restrict the train to 250km/h.
A second problem to emerge concerned the ICE3's friction-free eddy-current brakes which generate a braking force by using the rail head as a reaction member in the same way as a linear motor (RG 9.00 p583). The magnets are slung from the bogies just above the rails, and during trials a brake application lifted the lid of a track-mounted equipment case, which was then torn off by the train. Subsequent investigation revealed that the equipment case did not conform to the relevant TSI.
As a result, the track-mounted equipment cases are being modified, while the ICE3 sets diagrammed to run to Brussels will have spoilers fitted to the bodyshells to improve air flows and shields installed to protect underfloor equipment. This work will be completed during 2006, presumably allowing the trains to run at the 300km/h line speed.
Similar stories could doubtless be told about DB's ambition to run ICE3 trainsets to Paris, discussions with SNCF having begun no less than 10 years ago. Practical assessment of what needed to be done did not start until 2000, and trials were undertaken in 2001-04, with numerous trips over TGV Nord between Lille and Calais. DB concedes that co-operation with SNCF has been 'trusting and constructive', and it said on March 3 that it expects formal approval to run ICE3s in France by the end of this year. Plans call for an initial fleet of five ICE3 trainsets to be fitted to operate on TGV Est Européen when it opens in 2007.

Contractors hurry to finish HSL-Zuid
Railway Gazette International April 2005 - With 98% of the civil engineering work for the HSL-Zuid project complete, tracklaying on the southern section of the 300 km/h line between Rotterdam and the Belgian border is due to be finished by the end of this year. Six months later will see the northern section complete as well, the target being to hand over the two sections for trial running in April and October 2006 respectively so that commercial operations can start in 2007. Infraspeed, the consortium responsible for design, construction, finance and maintenance of the track and railway infrastructure, holds a 30-year contract to make the line available to the train operator, High Speed Alliance. To obtain a Certificate of Availability, Infraspeed must demonstrate compliance with 584 specific requirements. RandstadRail starts to takes shape
After many years of debate and alternative proposals, work is getting underway on a €1bn conversion of two heavy rail corridors serving Rotterdam and Den Haag into metro and light rail routes that will be totally segregated from the ProRail network. New LRVs are on order to take over the Zoetermeer line in August 2006, but the rebuilt Hofplein line will not be connected to the Rotterdam metro until two years later. Harry Hondius reports on this ambitious project.

Ballastless track meets design challenges
APART from a 6km section close to the Belgian border where ballasted track is used, HSL-Zuid will have ballastless track throughout.
On the basis of an evaluation of track types using a direct fastening system as a reference (RG 12.00 p819), Infraspeed BV chose the Rheda 2000¨ design as patented by Pfleiderer Infrastrukturtechnik and installed on high speed lines in Germany. This has been modified to suit the conditions of the Dutch line, which, for example, limits the construction depth for the track structure to 240mm on level straight track, with a further 240 mm to the top of the rail head.

NS reform makes Progress at last
UNDER the Railways Act 2003, concessions for operation of the trunk passenger network and for management of the national railway infrastructure are about to come into force with Netherlands Railways and ProRail. Both will be backdated to January 1, the date on which the formal ownership of NS was transferred from the Ministry of Transport & Public Works to the Ministry of Finance to complete the process of institutional separation.

Paris invests in suburban renewals
Railway Gazette International April 2005 - ILE DE France transport authority STIF has approved in principle a €324m upgrading of the northern section of Paris RER Line B, and expects to give the formal go-ahead in September.
By upgrading the existing RFF long-distance tracks which parallel Line B Nord and building an additional track from Villeparisis to Mitry-Claye, the project would quadruple the route throughout, permitting enhanced services from 2009-10. RFF envisages using the same tracks to carry the CDG-Express airport shuttle (p219).
To simplify service patterns, the present mix of five different stopping and semi-fast services operating at 15min intervals would be replaced by two all-stations services. Running every 6min to Roissy-Charles-de-Gaulle airport and Mitry-Claye, these would give a 3min service to all stations west of Aulnay-sous-Bois. Bidirectional signalling would be installed on the Aulnay - Roissy branch to provide operating flexibility.
At the southern end of Line B, STIF has approved plans for a €68m reconstruction of Massy station as a multi-modal interchange.
French National Railways expects to announce in June or July the preferred bidder for a framework contract to supply a new generation of Transilien suburban trainsets. Alstom, Bombardier and Siemens are bidding to supply 330 single-deck EMUs at a cost of €3bn. Deliveries would start in the second quarter of 2008 and run at two to four sets per month for the next decade. The NAT (Nouveau Automotrice Transilien) sets are needed to replace 1960s-built stainless steel EMUs used on routes from Paris Est, Nord and St-Lazare.

Gestern wurde im Werk München von Siemens Transportation die erste Mehrsystemlok der neuen Reihe 1216 an die ÖBB übergeben. Damit steht dem Bahnunternehmen erstmals eine schnelle Viersystemlokomotive zur Verfügung. Die 1216 wurde 2003 in Auftrag gegeben und soll im nationalen und internationalen Personen- und Güterverkehr eingesetzt werden. Die Maschine, die Siemens intern als ES64 U4 bezeichnet, ist für den Betrieb auf Strecken mit einer Netzspannung von 15 kV/16,7 Hz; 25 kV/50 Hz und 3 kV DC mit einer Höchstgeschwindigkeit von 230 km/h konzipiert. Ein Einsatz unter 1,5 kV DC ist mit verminderter Leistung auch möglich. Die 1216 ist die erste europäische Viersystem-Hochgeschwindigleits-Hochleistungslokomotive. Die neue Lok, eine durch technische Änderungen bedingte weitere Entwicklung der EuroSprinter-Lokomotivenfamilie von Siemens, vereint bewährte Komponenten der Zweisystemlok Rh 1116 mit der Mehrsystemfunktionalität der ES64F4 (BR 189). So wird der laufruhige und wartungsarme Antrieb mit separater Bremsscheibenwelle von der Taurus-Reihe 1016/1116 übernommen. Die GTO-Stromrichter der bisherigen Taurusfamilie wurden durch neue IGBT-Stromrichter ersetzt. Änderungen gibt es auch auf dem Führerstand sowie bei der Sandung der Achsen.
Die ÖBB haben 50 Lokomotiven mit einer Option auf weitere 18 Stück bestellt. Die Wertschöpfung findet etwa je zur Hälfte im Siemens-Werk München-Allach und im ÖBB-Werk Linz statt. Die Slowenische Staatsbahn hat 20 Lokomotiven bestellt. Alle Loks werden ohne den 1,5 kV DC-Teil ausgeliefert. Die ÖBB werden 25 Loks mit den Zugsicherungen für Deutschland, Österreich und Italien (Variante A), 10 Loks für den Einsatz in Deutschland, Österreich und Slowenien sowie 15 Loks für den Einsatz in Deutschland, Österreich, Tschechien und der Slowakei (Variante C) bekommen. Die 1216 001 entspricht der Variante A.
